The Saudi Skills Taxonomy can help employers define their skill requirements more clearly. The next task is to assess employees and invest in development that addresses a real need.

Your organization plans to expand, introduce a new service, or change how it operates. As an HR or L&D leader, you need to establish whether employees are prepared for the work that follows.

That means identifying more than the number of people required. You need to know which tasks they will perform, which skills those tasks require, and where development is needed.

This is a practical part of preparing people for a changing labor market. It also explains the connection between Saudi Vision 2030, the Saudi Skills Taxonomy, and an employer’s training decisions.

Vision 2030 sets a direction for human capability development. The taxonomy provides shared descriptions of skills and occupations. Employers can use that reference to clarify requirements, assess their workforce, and choose appropriate development.

Why workforce skills matter to Vision 2030

Economic and organizational change creates new demands on employees. Preparing people for those demands requires a clear connection between development and the work they will be expected to do.

Translate national priorities into a business requirement

The Human Capability Development Program, a Vision 2030 realization program, includes preparation for future local and global labor markets and lifelong learning.[1]

For employers, this means considering both people entering the workforce and employees whose responsibilities are changing. Development should help them perform the work available and prepare for new opportunities.

Consider a hospitality company opening another property. It may need experienced employees ready to supervise shifts, coordinate colleagues, and resolve guest complaints within their authority.

The development requirement is specific: prepare people for those responsibilities. A general leadership course may contribute, but the company needs to establish which capabilities are missing before selecting it.

Define the skill behind the broad label

Requests such as “develop leadership” or “improve digital skills” leave room for different interpretations. They describe a topic without explaining the required performance.

For the hospitality supervisor, leadership might involve allocating work, giving useful feedback, or deciding when to escalate a complaint. Each requires different practice and evidence.

Making those requirements clear helps HR, managers, and training providers agree on what development should achieve. This is where a shared skills reference becomes useful.

What the Saudi Skills Taxonomy contributes

The taxonomy helps describe skills consistently and connect them with occupations. Its value for employers is a clearer starting point for discussions about hiring, development, and workforce planning.

Create a shared understanding of the requirement

The Ministry of Human Resources and Social Development describes the Saudi Skills Taxonomy as a way to standardize skills terminology and link skills to occupations. It is intended to connect employers, education providers, and the wider labor market.[2]

The Ministry’s public overview lists 13,939 skills and 2,047 occupations. It also describes support for workforce planning and identifying current and future skills gaps.[2]

For an L&D team, the practical use is to review relevant occupation and skill information when defining a role or preparing a training brief. Shared descriptions can help clarify what a broad request actually involves.

An employer asking for “customer service skills,” for example, should still specify whether the difficulty concerns understanding customer needs, explaining an option, or handling an exception.

Adapt the reference to the organization’s work

A national description cannot capture every company’s procedures, tools, or decision boundaries. The employer must explain how a relevant skill is used in its own operation.

In the hospitality example, a supervisor may need to resolve certain complaints independently while referring others to a manager. The company’s policy determines those boundaries.

HR and operational managers can agree on observable criteria: identify the guest’s concern, explain permitted options accurately, choose an appropriate response, and recognize when escalation is required.

These are illustrative employer criteria, not quoted taxonomy entries. They show how a general skills reference can be translated into performance expectations that employees can understand, and reviewers can assess.

How to turn skill requirements into a development plan

Defining the requirement establishes the target. Assessment establishes the employee’s starting point and helps determine what support will close the gap.

Assess the task rather than rely on the title

Two employees preparing for the same role may need different development. One may handle complaints well but struggle to coordinate a team; another may organize work effectively but hesitate during difficult conversations.

Review suitable evidence against the agreed criteria. This might include a work sample, an observed handover, a complaint scenario, or a supervised shift.

A knowledge check can establish whether the employee understands a policy. Practical assessment can examine whether they apply it appropriately.

Record the evidence and the conditions in which it was gathered. This makes a judgement about readiness easier to explain than a general rating such as “shows potential.”

Choose support that addresses the cause

If an employee does not understand the procedure, focused instruction may help. If they understand it but struggle under pressure, they may need supervised practice and feedback.

If they perform correctly but lack authority or access to information, management must address that obstacle. Sending them to another course would leave the cause unchanged.

The development plan should therefore connect a specific gap with an appropriate response. It should identify what the employee will practice, who will support them, and how progress will be reviewed.

This also gives the training provider a clearer brief. Instead of requesting a broad leadership program, L&D can describe the task, required standard, current difficulty, and practice needed.

How the evidence improves workforce decisions

A clearer view of skills can support more than training. It helps the employer make better-informed decisions about who to hire, who to develop, and who may be ready for another responsibility.

Use consistent requirements across hiring and progression

Recruiters can seek evidence of the capabilities relevant to the role alongside qualifications and experience. Internal candidates can be assessed against the same work requirements.

For the hospitality company, an employee who performs strongly in guest service may already have some capabilities needed for supervision. Assessment can identify what transfers and what still requires development.

That creates a more focused pathway than asking the employee to complete every introductory module again. It also makes readiness criteria clearer to people seeking progression.

Readiness and selection remain separate decisions. Meeting the skill requirements does not guarantee a vacancy or promotion, but it gives the organization useful evidence when an opportunity becomes available.

Check improvement and workplace application separately

After development, reassess the targeted task using criteria comparable to the baseline. Then check whether the employee can sustain the performance during work.

For complaint handling, the company might review appropriate resolution, avoidable escalations, or the quality of decisions. The measures should reflect the responsibility being developed.

Operational results need careful interpretation. Staffing levels, customer demand, or a revised policy may also affect performance.

These are suggested employer measures, not official Vision 2030 reporting requirements. They help the company explain what improved within its workforce without claiming that its program caused a national employment or productivity change.

Start with one role and use the findings

The first application can be small enough to manage and important enough to matter. Choose a role where a capability gap affects a current business priority.

Give the pilot a clear owner and decision

Review the relevant skills reference, define local expectations, and assess a suitable group. Use the findings to make a concrete decision about development, recruitment, or internal progression.

Agree on who maintains the role requirements, who reviews employee evidence, and who acts on the result. Otherwise, the skills profile may become a record that does little to influence work.

Technology can help organize this information. Its usefulness depends on whether managers and HR use it when assigning responsibilities and planning support.

Review requirements as the work changes

A role may change when the company introduces another service, system, or operating model. Review its skills requirements and the evidence of employee readiness accordingly.

This is how lifelong learning becomes practical within the organization. Employees receive development because a responsibility is changing or a verified gap needs attention.

The connection to Vision 2030 is then clear: the employer is preparing people for the work its growth requires. The taxonomy supports the description of those skills; assessment and development help turn that description into capability.
